UN Council Backs Trump's Gaza Strip Initiative

The global body has voted to endorse measures put forward by Donald Trump for securing a lasting peace in Gaza, encompassing the deployment of an multinational security unit and a potential avenue to a Palestinian statehood.

Widespread Approval with Notable Abstentions

This measure was adopted by a tally of thirteen in favor, with China and Russia abstaining. America's representative the American delegate informed the council chamber that it set “a fresh direction in the Middle East for both sides and all the inhabitants of the territory alike”.

Negotiated Language on Independence

Addition of mentions to an sovereign Palestinian state was the price the US paid for support from the Arab and Islamic world, who are expected to provide stabilisation troops for the global force.

“The transitional arrangements that we begin today must be implemented in adhering to global standards and respecting Palestinian rights,” Britain's representative stated.

Netanyahu's Objection Persists

Nevertheless, on the brink of the council decision, Israeli prime minister the Israeli leader reaffirmed his government’s strong objection to the establishment of a independent Palestinian entity, casting doubt on whether Israel will permit the implementation of the Council-backed plan.

Central Components of the Proposal

  • Immediate lifting of existing limitations on assistance into the territory
  • Creation of an international stabilisation force
  • Progress on reconstruction and a possible “pathway to Palestinian sovereignty and statehood”

Unclear Phrasing and Requirements

The mention to sovereignty was a negotiated inclusion to an original American proposal which did not mention it. But the language is unclear and contingent, stating only that once the PA has reformed itself and the reconstruction of Gaza is advancing, “the conditions may ultimately be in place for a credible pathway to Palestinian sovereignty and statehood.”

International Reaction

The wording fell far short of the definite pledge to the creation of a Palestinian state alongside Israel sought by Muslim nations, as well as European delegates, but in speeches to the assembly after the vote, delegates from those countries said they were prepared to accept the compromise in the service of extending the present ceasefire and immediate measures to feed and protect the over two million Palestinian residents in the strip.

“We has eventually decided to support of this resolution, a resolution that we approve its primary aim, namely the maintenance of the cessation of hostilities and the formation of situations allowing the Palestinian people to claim their basic entitlements to self-determination and statehood,” Algeria's representative declared.

Execution Hurdles

This measure provides general supervisory power to a “board of peace” chaired by Trump, but of unspecified participants. The board has to inform the United Nations but it is not bound by the desires of the global organization or by the Palestinian leadership.

Additionally, it requires the establishment of a specialized Palestinian group that is tasked with overseeing routine management of the Gaza Strip and the delivery of services, but it is highly uncertain who would be involved.

Stabilisation Team Mandate

The mission of the ISF gives it authority to remove and dissolve armed groups in the strip, but it is far from clear that would-be troop contributors would be willing to engage such groups. No country has so far committed itself to contributing forces.

Furthermore the criteria for changes to the PA, the requirement towards progress on independence, have been vague.

European diplomats said they viewed it as pressing that the names of the expert panel to deliver services was settled as promptly.
